It depends on the clone. Some like Madelyne Pryor are made for a specific storylines and then just kinda fade into the background. Others like Scarlet Spider, X-23 and even Superboy go different directions and become independent and interesting characters. It isn't whether they're a clone or not; it's the intentions and forethought of the writers.

It's also what's been making mainstream comic books stagnant.  Clones and time travel aren't necessarily bad things, but Marvel and DC keep crawling further and further up their own asses to the point that ongoing readers drop out and new readers can't get in.  Only the super-super-super hardcore can keep up, which isn't good for a company's growth.
