No, but you can probably build carbon and other material nanostructures that have similar properties to vibranium.

No, it's impossible for a substance to be hard enough to cut while at the same time soft enough to absorb shock. Even if you were to combine two metals, one hard enough to cut and the other soft enough to absorb shock, their properties would just average out.
