Formerly the D.A. of Gotham City, Harvey Dent was an ally of Batman and Commissioner Gordon until he had acid thrown onto the left side of his face by a mob boss, scarring him for life. The incident drove Harvey insane and he became Two-Face, obsessed with chance and always carrying a double-headed coin, which he flips to determine his every decision.
He's definitely mine, I mean, look at him...it's hard to describe how awesome he is... I mean, the whole Falcone thing, the "swift death to evil" motto, the coin, I mean, any villain that would base his life off of a coin and not care what would happen regardless is awesome.
Gotham City is plagued by sentiments about vigilantism, so much so that criminally insane terrorists take up the reins of jurisprudence fanaticism.
Two-Face represents a human angst towards the loopholes in the justice system and frustration with mismanaged urbanization.
He is perhaps Batman's most intellectually challenging nemesis, since he compels the Dark Knight to question the effectiveness of standard methods of vigilante crime-fighting.
We all wear proverbial masks, and Two-Face is the proverbial 'man in the iron mask,' torn between his bureaucratic appreciation for civics and his wrathful obsession with punishment.
I'd like to see more storylines about Harvey Dent (and Two-Face) addressing a social need for prison reform as it relates to the improvement of police departments and the management of police corruption (i.e., Internal Affairs).
For example, how do Gotham's prison inmates and Arkham residents feel about officials' attitudes towards overly-brutal prison/institution guards? Such a question could create an intriguingly dangerous vigilantism gauntlet for Two-Face (and Batman).
I'd also like to see more storylines presenting thematic connections and plot branchings between Two-Face and the scheming Black Mask.
Two-Face (Harvey Dent) is obsessed with that chance-determining coin of his, which he may use to guide his special brand of arbitrary judgment decision-making: --- i.e., "Heads, I chop off your left hand above the wrist, and tails I chop off your right hand below the wrist!"
While someone like Batman (or Robin) may be clever enough to retort, "Both would hurt, Harvey Dent, so your coin does not seem to hold any real Platonic value, especially in the medical halls of inquiry!", most Gothamites are simply not interested enough in irony parametrics to defy/question this nihilism theatrics based Two-Face dare/challenge.
Making Two-Face crazy is an essential aspect in the apprehension of this schizophrenic Gotham super-villain, so perhaps Two-Face signifies a modern civilization appreciation or appraisal of decision-making power.
While irony parametrics makes Batman a true 'governor,' nihilism theatrics makes Two-Face a true 'gargoyle.'
