My guess is cause he is unintresting. I mean they could have done something new with the new symbiote but they just made another Venom/Carnage. Its nothing we haven't seen before.
Every other symbiotes before except Hybrid were "evil". Now this one isn't completely evil, but it's not clear. Plus it is very young and there is a sort of schizophrenia with this character, merging white and dark, good and bad. Furthermore it would be the first symbiote ally, and even apprentice, of Spiderman, which usually are his best enemies. Personally I felt the story around this character very interesting, and the drawings were superb. And the dark humour fitted perfectly with the mood.
Personally, I think that they aren't using him simply because he is too much strong: after a character beats two of the most powerful villains, what couldn't he be able to beat ? Where would be the thrilling ? But there are exceptions: see Doctor Strange, he has almost unlimited powers but he's still an interesting character for Marvel...
I think they should give it a try, I would love to see more of him. Even if it's in the Avenger: the Initiative (which is not sure, as he is only seen as a potential recruit for the moment, there's nothing sure).
