    so is toro a mutant with the x-gene who happens to have similar powers to the human torch or got his powers some other way ?

    @jack16ichigo: Originally his x-gene was a blank slate. Reed discovered He was a mutant but with no real powers. 
    His x-gene copied the Human Torch's flame abilities. He may eventually develop complete reactive/adaptive powers like Darwin.
