He appears to be a member of Hunter Killer, or at least an ally.

This is the issue that image is from. I checked all the members' image galleries, but did not see any pictures of that guy as an alternate costume for any of them.

There don't appear to be any characters who match him visually, but that may be a new costume. Surely somebody has read that issue...?

Demonic was a Pilot Season issue so there was only one issue...if you want more of it then I suggest that you vote on it

doesnt match up powerwise either. the Hunter-Killer members are all Ultra-Sapiens
powered by techno-derm graphs. i just pulled out the issues and the character in the
first picture is Hunter-Killers leader Ellis. though the first couple pages of the first issue
is the only time he actually wears that mask or has his hood-up, as he was trying to hide
his identity from Morningstar.
