That list many change a little here and there, but Top 10 would not fall out. The whole series, plus the spin-off Smax is great.
Watchmen made Superhero cops cool. From that Ed Brubaker had Sleeper, Brian Michael Bendis had Powers. Alan Moore answered back again with Top 10.
Alan Moore's take on a world where everyone has powers may seem like a crazy idea. It is and it is great. One of the citizens of Neopolis was a "lady of the night" because she was Immune Girl. Since she couldn't get sick she made a perfect hooker. So in this world of Neopolis everyone has some sort of power, so the police force has to be the best.
Another nice thing about Top 10, since it was planned as on ongoing series, Alan Moore is not as destructive with the cast and there is not so much density in the writing. Its a fun story. I enjoy the little social comments made in the background, such as the ads in the Subway, nice touch.
Not sure if people still talk about ABC and even Alan Moore as much, since the Watchmen trend subsided. Top 10 is a Multi-Eisner Award Winner, so it is not just me who is saying it is good.
