A former U.S. military general, and archenemy of the Incredible Hulk, "Thunderbolt" Ross made a deal with villains to be transformed into a Hulk himself. As the ruthless and cunning Red Hulk, he attempted to destroy his nemesis, and take control of the country, before seeking redemption as an Avenger.

Makes no sense to me either. Considering they were spotted together. I guess it could be an LMD or a Skrull impersonating Ross.

Yeah, I read this issue and my reaction was not "WHAAAAAAT?!" it was more like ".....huh?"

Yea. I haven't read the issue yet, but this makes absolutely no sense. And that's not even considering the fact that  Rulk's personality is nothing like Ross's.

there are 4 different threads about Red Hulk's identity in the Red Hulk forum.  There's also the Red Hulk page itself which has the answer on there.
