Thor Odinson is the All-father of Asgard /God of Thunder, offspring of All-Father Odin & Elder-Goddess Gaea. Combining the powers of both realms makes him an elder-god hybrid and a being of no perceivable limits. Armed with his enchanted Uru hammer Mjolnir which helps him to channel his godly energies. The mightiest and the most beloved warrior in all of Asgard, a staunch ally for good and one of the most powerful beings in the multiverse/omniverse. Thor is also a founding member of the Avengers.
Stark. The vast majority of Thor's supposed income is more like an allowance. He doesn't buy a whole lot due to his culture generally revolving around group meals for all involved. I.e., banquets. Think for a moment about a time you've ever seen Thor eat alone, or buy his own food. On the rare occasions he DOES dole out cash, it's from Asgard's vaults, not his personal stores.
Even when he's 'broke' Stark still has an immense store of income in his head. While he's no Reed Richards, if Stark needs cash, he can invent something to earn it.
Thor has lived for centurys and I'm sure he has a mean stash. Plus I remember after Seige he offered to help out Stark and his new company that he was starting, I think Stark Resilient or something. It's in the last Seige issue.
Probably a small artifact or piece of money on Asgard would be worth millions times more on Earth, and Thor must have a huge amount already. So I'm gonna say Thor, by far.
