Not sure. I have always wondered that. I used to think I could guess and be at least 90% accurate, but then I found out Spider-man 2099 lifted the hammer. So now, I'm not sure.

@Z3RO180: Even Balder is not worthy! Enough said.... Simonson twisted the Odin's enchantment :(. The only ones who should be able to lift Mjolnir are Thor and Odin!

Combination of honesty, bravery, nobility, willpower, confidence and being good, the only ones I know that have lifted the Mjolnir are Hercules, Odin, Bor, Beta Ray Bill, Thor and Captain America

Correction, Hercules has never lifted Mjolnir.

Bor lifting is raises some questions given the way his character has turned out.

Simonson stated in an interview to him a willingness to kill is needed since Mjolnir is a weapon meant for war. That is why heroes like Ben Grimm and Spider-Man are not worthy. It may also explain why Balder is not worthy. Balder is in some ways more noble than Thor, but in a way that nobility may impede him from being worthy of the hammer.
