Do you mean like physically? Or just problems he can bring to Thor, because if it is Loki is definitely Thor's greatest villain. Loki always seems to want to destroy Thor yet Thor, bound by Asgardian law, can not kill Loki. Although one has to wonder since he's already broken that law why doesn't he just bring the hammer down (actually and figuratively) on Loki.

Absolutely Surtur!
Anyone who can beat down the Allfather into the Odinsleep is seriously tough. Although, the initial battle involving Thor and the fiery demon in Journey into Mystery was brought on by Loki's meddlesome mischief....releasing Surtur from his prison inside the earth.
It always comes back to Loki....
Surtur. He is not only thors most powerful opponent but all of asgards as well. His sole purpose in life is to bring forth the ragnorak.

It always DOES go back to Loki, so I would definitely consider him to be Thor's most potent villian. Why doesn't Thor kill him, though? He's his "little" brother. Thor hates him, but loves him just the same. Too many good childhood memories there.
As far as brute force goes, Surtur's the strongest one exclusive to Thor. (He is Thor exclusive, right? I don't think I've seen him anywhere else...)

"@warlord1234: Desak WAS a beast, and i think that he was the greatest threat Thor had ever faced(excluding the Celestials) Desak was completely impervious to the powers of the Gods, and i remember when Thor unleashed the full might of the Odinforce against him(it was shortly after Thor had inherited the power of Odin) and Desak shrugged it off like it was nothing. if it was not for Thalfi delivering the Bloodaxe of Skurge the Executioner, Desak would have chopped Thor's head clean off. The next time they fought(200 or so years in the future) Thor was pretty much about to be killed again, if not for the one mistake Desak made, and that was when he fused his body with the Destroyer Armor, making him far more powerful yes, but since the armor was a creation of Odin, Thor was able to use his fathers power along with Mjolnir and decapitate Desak. i have never seen any other being manhandle Thor in such a way, and bring him so close to death.(again, excluding the Celestials only because there a very few beings who have greater power than a single Celestial, let alone Arishem, Exitar, and One Above All) "
