Who would be Thor's most powerful villain from his rogue gallery? It would have to be an actual villian. Not like the Destroyer because it's not sentient or Kurse because he was tricked into fighting Thor.

Do you mean like physically? Or just problems he can bring to Thor, because if it is Loki is definitely Thor's greatest villain. Loki always seems to want to destroy Thor yet Thor, bound by Asgardian law, can not kill Loki. Although one has to wonder since he's already broken that law why doesn't he just bring the hammer down (actually and figuratively) on Loki.

It says most powerful.
I took that to be the most powerful overall
I guess that would be any power
Loki is his arch-enemy
but he has fought others that were greater than Loki in power overall

Didn't Thor battle Galactus back in the Silver Age? Can't remember how he won that one, but it was around about issues #165 - #168.

Absolutely Surtur! 
Anyone who can beat down the Allfather into the Odinsleep is seriously tough.  Although, the initial battle involving Thor and the fiery demon in Journey into Mystery was brought on by Loki's meddlesome mischief....releasing Surtur from his prison inside the earth.   
It always comes back to Loki....

Joining in with the last few posters and going with Surtur if we're talking overall power.  His whole existence is to bring Ragnarok.

Surtur. He is not only thors most powerful opponent but all of asgards as well. His sole purpose in life is to bring forth the ragnorak.

It always DOES go back to Loki, so I would definitely consider him to be Thor's most potent villian. Why doesn't Thor kill him, though? He's his "little" brother. Thor hates him, but loves him just the same. Too many good childhood memories there.
 
As far as brute force goes, Surtur's the strongest one exclusive to Thor. (He is Thor exclusive, right? I don't think I've seen him anywhere else...)

Quicksand - She is like sentient sand. She might get in your eyes, and worse. I mean seriously unless Thor has some weird freaky ability to make it rain, he'll go to sleep with sand in his eyes, ears, nose, and its just so irritating and annoying, and thats just normal sand. Imagine sand that can talk to you and sing high pitched covers of Backstreet Boys or something to you. Thor would probably cause Ragnarok himself after that.

Yes, I am posting from a mountain, how did you know? So yes, very high. Higher than a kite, higher than a tree... unless its a tree on a high mountain of course.  
 
By the way, Quicksand and Mongoose are his most powerful villains. Any character that can lay wreck to snakes, possibly the Midgard snake as easily as Mongoose, is a powerful being indeed.

Ooh, that reminds me, surely the Mighty Glory deserves mention. Sure Thor defeated him, but it almost killed him, and the writer did describe Glory as being like Odin with every Asgardian added to his power...  really must make his godblast all the more impressive.

@SC: Bor was awesome. in another thread i read, it was regarding Odin, and if he would reclaim the Odinforce or not. i personally think he should, as it is HIS power, regardless of the fact that it is sentient, it still came from Odin. but my point here is that if Odin does not, or is unable to reclaim his power, maybe he will end up with Bor's power, either via Bor passing it on to him from Valhalla, or Odin finding some way absorb it now that Bor is truly dead. Before, he was just trapped in the snow of Asgard by Loki, but now with Odin's return, the power may seek him out. it's just a thought.

@warlord1234: Desak WAS a beast, and i think that he was the greatest threat Thor had ever faced(excluding the Celestials) Desak was completely impervious to the powers of the Gods, and i remember when Thor unleashed the full might of the Odinforce against him(it was shortly after Thor had inherited the power of Odin) and Desak shrugged it off like it was nothing. if it was not for Thalfi delivering the Bloodaxe of Skurge the Executioner, Desak would have chopped Thor's head clean off. The next time they fought(200 or so years in the future) Thor was pretty much about to be killed again, if not for the one mistake Desak made, and that was when he fused his body with the Destroyer Armor, making him far more powerful yes, but since the armor was a creation of Odin, Thor was able to use his fathers power along with Mjolnir and decapitate Desak. i have never seen any other being manhandle Thor in such a way, and bring him so close to death.(again, excluding the Celestials only because there a very few beings who have greater power than a single Celestial, let alone Arishem, Exitar, and One Above All)

Desak was dangerous. But at heart he had good intention. He so gods has bullies who control mortals destinies and treat them has chess piece. He release that there had to be and end after what happen to his daughter so he took it upon himsleve to rid the universe of gods believing that he making the universe a better place for mortals. Little did he know that Thor was trying to improve the mortals lives by allowing them to excel in they skills and   abilities so that they can ascend to godhood and be at a even footing with the gods of asguard but he force it upon them. I think anyone would have agreed with what Thor did to some level.

You guys picked some heavy hitters.   But the Hulk is always lurking as the only guy Thor has no answer for.  He has to have a decisive victory over the green guy .  Most of the other villains Thor has scored a win, or a win by default.

Classic/current Thor: Mangog  (Surtur was always rather Odin's enemy).
King Thor: Desak in Destroyer Armor
Rune King Thor: Those Who Sit Above In Shadow
OF Thor: Bor.
 
Most powerfull villain against who fought agaisnt Thor (and many, many other heroes): Thanos with HotU.
