The fact that he has not used them once since his return, even while he had the Odin Force. Considering what he was capable of doing when he had them, when Mjolnir broke its fairly conceivable that he should have been able to fix it on his own and would have allowed him to stand a much better chance against the Phoenix and its hosts, not to mention the humiliating beat down he suffered at the hands of others.

Add that to the fact that he has his eyes back...

But the eyes of Thor only changed when he became omnipotent because the magic of the runes and Odin Force. But there is a record within a comic who can defend this hypothesis, regarding the fact that Thor does not use this ability actually Thor uses his powers very little in most cases only uses climate control, super strength and flight. But that does not mean he does not have the powers that do not use often. An example of this is the Mystic Denial of Thor that he only used once in a fight with Juggernaut. And this fact was not defended by a writer of MARVEL.

Thor lost his Rune powers, slowly after he destroyed the thread of fates during The Mighty Thor volume 3 85. He also sees his guide, the living embodiment of Odin Force that was running around with him fade away, in the very last page.

@silva_iohan: The attack or move whatever you call it, that Thor used against Juggernaut is called Infinity Vortex, he has used it a number of times actually, the most recent that i can recall came in The Mighty Thor Annual 01 (2012)
