Old King Thor is many, many, many milenia older than Avenger Thor and is another timeline where Earth is screwed and there are no heroes and almost no Asgardians (because of Gorr).
So if we think like that Gorr is already dead and timeline has already been changed and King Thor maybe wouldn't lose his arm neither fail while being a ruler, but after some scan that I saw the writers definitely want to cut off his arm:
