    Thor Odinson is the All-father of Asgard /God of Thunder, offspring of All-Father Odin & Elder-Goddess Gaea. Combining the powers of both realms makes him an elder-god hybrid and a being of no perceivable limits. Armed with his enchanted Uru hammer Mjolnir which helps him to channel his godly energies. The mightiest and the most beloved warrior in all of Asgard, a staunch ally for good and one of the most powerful beings in the multiverse/omniverse. Thor is also a founding member of the Avengers.

    Does Mjolnir grant Thor his powers or, does it merely let him focus his powers?

    it gives him a  lot of abilities on its own but it also allows thor to channel his godly energies threw it for things like god blast and so on, the weather control side of things is also his own natural abilities as hes shown using them without it but mjolnir allows him to control it better

    Thor has his own Strength, Speed, Durability, Reflexes, Reaction time, Agility, Healing factor,slow ageing, earth control and weather control without his hammer as well as vast mystical abilities that he has not mastered 
     
    The Hammer is capable of many mystic feats on it's own and hold's mystical energies within itself, Thor also uses it to focus his own storm control abilities, it's possible that he could do this with his own mystic abilities if he had better control of them, or he already focu's what mystical energies he has through the hammer to perform the feats he uses the hammer for.

    without his hammers he's still as strong and durable as Hercules with Storm control/ weather manipulation on a near cosmic scale and earth control. Making him still one of the most powerful being on earth...yeah useless.....

    The hammer is a weapon.  A very powerful enchanted weapon.   It was enchanted by Odin.  Thor has some inner powers that have not been  defined.  As far as flight, dimensional rifts,energy absorption,anti-force blast and other offensive powers are Mjolnir.  It is so unique, It gives this power to whom is worthy.  The worthy feel the rush of power in Mjolnir.  Thor has some powers that are inherited as a son of Odin and Gaea that are maturing.
