Thor Odinson is the All-father of Asgard /God of Thunder, offspring of All-Father Odin & Elder-Goddess Gaea. Combining the powers of both realms makes him an elder-god hybrid and a being of no perceivable limits. Armed with his enchanted Uru hammer Mjolnir which helps him to channel his godly energies. The mightiest and the most beloved warrior in all of Asgard, a staunch ally for good and one of the most powerful beings in the multiverse/omniverse. Thor is also a founding member of the Avengers.
How did Thor lose his time travel power?
I think Kang/Immortus removed it. I just read the comic. Mjolnir was stolen and Thor had to find it. He found it in Immortus's dimension. He got it back after Immortus removed the enchantment. I could wrong,but I'm too lazy to check.

The Might Thor issue 282. Came out in 1979.
Now that I glance at the comic, he may have just stolen Mjolnir to study the Time Traveling properties. I can't find the line were he removed the properties.
Later in the issues, there's a Feat that Thor must accomplish that will "deplete every vestige of his hammer's Time-Energies". So I may be right.

Thor has not lost his ability to manipulate time. He is however much more reticent to meddle with time after the events of the reigning. The Odinforce abandoned thor after he reset the time line and he alone kept the memories of the events that had transpired. (His killing of all the heroes who opposed him, removal of wmds,destruction of nyc) as mjolnir had already deemed king thor unworthy when he killed Jake olsen who wielded mjolnir against him shows us that it was thors own powers that allowed him to go back in time and stop himself in that crucial moment.
Thors foolishness cost the world a mighty hero, Magni, worthy of mjolnir, God of strength, now will never be born. Time will never know how many countless genuinely good souls will never be born. The truth is that nearly two hundred years passed, that's eight generations of people and history erased.
The Odinforce, and mjolnir abandon thor as a result of his decisions and lack of conviction to see them through. As we know the odinforce did not abandon thor has he killed captain America, wolverine, the thing, hulk, countless others. No the Odinforce only left thor when he decided to mess with time.
Without the Odinforce, without mjolnir thor was forced to prove his Godhood oncemore. Calling out power withinhimself that is only seen on rare occasion and smote one of his most powerful enemies with his godly energy. This hidden power awakened called to thor to redeem himself, to outdo his father and achieve a power the likes of which the world has never seen.
Thors quest lead him down the trials of Odin, and thor surpassed them. Mastering the runes thor gained a power to sever the strings of fate that tethered the asgardians to a cycle of death and rebirth known as ragnarok. Thor shatters the cycle of those who sit in shadows, they would feed off the gods no more. With this the adgardians faded from the world.
Years later, a younger, burlier thor willed himself to live. Thor awoke and with the Odinforce he recreated the splendor of Asgard. Thor however was alone. The rebirth of the other asgardians was hijacked, and thor had to go on a quest to find them in their human hosts.
The story from here gets derailed to fit into the over arching continuity of marvel and forces some narrative changes that actually forced JMS to walk away from thor and pretty much mArvel all together.
Retcons and nonsense lead a mindfed odinforce thor to fight and kill the undead skyfather Bor. Breaking mjolnir in the process. Suddenly a force that can erase timelines, manipulate space, melt pure adamantium, allows the wielder to beat down the hulk like he's nothing, and give galactus a good fight, this force will be forced to deplete itself entirely to repair a hammer that was ironically created with only a tiny fraction of that very same force.
Bringing it home I would say thor lost the power to travel though time around the same time that the writers gave up trying to forge a coherent narrative and decided todo whatever they felt like with little regard to the actual characters they were supposed to be the stewards of.

mjolnir didn't lose its time travelling abilities more so thor actually didn't use it,in all new all different avengers jane time travelled using a future version of mjolnir.
he still can time travel, in mighty thor 700, Jane foster time travelled to young thor days.
I think he can't freeze time anymore though

that was dues to a cosmic cube, and had nothing to do with mjolnir, jane, or thor. read the story and you'd know that. no offense
