I saw this scan of the Presence and must say that he is one creepy-ass, senile-looking mofo! I don't read a lot of Vertigo so I don't know if there were other factors involved in this, but is he evil? Because it looks like he's eating an angel he just killed.

I think the above situation was, later in the story, explained to be some manner of illusion, or dream or whatever.  Don't recall exactly though.

If the Presence was evil he would have destroyed the entire DC omniverse by now if not years ago.

That scan is actually from Spectre #61 in which the spectre is confronted with how he pictures God and realizes the error in his perception. So that scan is actually not of the presence

The Presence is not evil. However, The Presence did absorb GEB but other than that, it is not evil.
