Is it weird that the doctor was going to take a 7 year old on journey's with him

He's an alien; his laws concern time & space.  He takes humans with him, but we don't care because they're old enough to vote?  He established that her parents aren't around & that her Aunt is often away, therefore he at least would have been some sort of guardian to her for the space of one trip.   No-one has questioned what happened to Amy's parents or where her Aunt is since the end of episode 1.
