I was looking up Dr Who and it said he has 2 Hearts. But I was looking up other sites and some say he has one, or he had 2 but was reconded in having one ?

The Doctor does have 2 hearts. It was stated recently in the episode The Power of Three where he is hit with an electric shock designed to stop a human heart, but since he had two hearts he was able to keep functioning.

Originally, back during the First (and some of the Second) Doctor, the show didn't really know where it was going. So a lot of the things we take for granted, such as the term "regeneration," Time Lord biology, etc. weren't thought up yet. So the EU came up with the (very convuluted) idea that old blood Time Lords were born/loomed with one heart and developed their second later on.
