A surveillance agency that has been trailing the Defenders recalls a particular incident featuring Hellcat, Valkyrie, and the Hulk.

Valkyrie and Hellcat travel out to the now-destroyed Riding Academy that they used to use as their base, looking for the Hulk. They don’t find him, but do find some men surveilling them, who manage to escape.

These men work for a mysterious commission that is holding an inquest on the Defenders’ activities, including the Hulk’s recent rampages, Hellcat’s marriage to Buzz Baxter, and Kyle Richmond’s finances.

Jack Norriss appears as a witness before the mysterious panel and tells them what he knows, but is angered when he finds out they’re not part of the government, and that they seem biased against the Defenders. He tries to stand up for them but they make him fall asleep somehow.

As described other witnesses, the Hulk had fallen asleep in New Jersey, and the Army tried to capture him, but he destroyed their equipment and jumped away. The Mutant Force tried to catch him, but he was joined by Valkyrie and Hellcat and they got him to safety.

Norriss eventually wakes up and leaves the commissions’ hearings, only to see the door he left through turn into a brick wall. He wants to warn the Defenders about all this, but doesn’t even know what’s going on.
