Originally Ted was hunted for the murder of his wifes doctor. Because of the strange and extreme nature of the killing he was believed to be the mysterious serial killer Sylar but after a brief encounter at a hospital during which Matt Parkman translated his wifes last dying thoughts it bcame apparent Ted was not the man they thought. Eventually after questioning the murder of his wifes doctor came out as an accidental crime of passion.
Due to the extreme nature of Ted's powers he was treated with extreme caution during each capture he underwent during Heros, this in the end proved to be his downfall as after being taken into custody the chains holding him inside the police van which was transporting him did him considerable damage when Sylar flipped the van onto its roof, this gave Sylar the upper hand and allowed him to murder Ted without any resistance.
