The whole issue makes very little sense. The General finally realizes that only the Hulk can save Betty, so Rick Jones persuades the Hulk that they need his help, but when he angers the Hulk, a Hulk already amped up by The Stranger, he turns back into Banner for some reason.  Then Banner comes up with the plan to use the Infinite Weapon Ray at the Abomination to de-power him.
