A Decent Enough Issue 0

It seems Kirby is gone from the Hulk - he's not even doing basic layout work anymore. His replacement, John Buscema, is adequate enough, however. Stan's writing seems to be improving some too. There's more here than Hulk smashing stuff and the army firing ineffective artillery at him. The issue even ends on a cliffhanger, the first real perilous one we've seen in awhile....
