SYSTEM is divivded up into different "cells" that operate separately, but meet together and are individually answerable to the whole. Although the leaders of the group are largely world power-heads, in practice they use soldiers as SYSTEMactics, men in giant technoloical exo-suits, to carry out their agenda when it requires physical coercion.
SYSTEM was behind the abduction of Bang Babies from the Big Bang on Paris Island. They've come across heroes of the Dakotaverse like Hardware, The Blood Syndicate, Icon, and Static.
