Surge is a young mutant with electricity-based powers, and presently requires gauntlet-like regulators to fully control her powers. Considered to be one of the natural leaders of the younger mutants, she now resides with the rest of the X-Men in San Francisco.

Yeah, definitely looks like she isn't. My explanation would either be an art error or she's wearing gauntlets integrated into the greaves of her uniform.

@papad1992: It was most likely an art error. That was from the Utopia arc and I'm pretty sure someone other than Craig Kyle or Chris Yost wrote the issue. People have trouble researching the characters. But that doesn't even take researching. Just googling her would do.
