The source is a drug pipeline run by a federal judge, untouchable by official law enforcement, but easy pickings for the vigilante Nighthawk.
The mayor plans a publicity event around his son's birthday party, where the entertainment will be provided by Fabbo the clown (whose identity was assumed by Steven Binst after his murder of the clown).
