    The U.S. government continues to attempt to orchestrate Mark Milton's life, arranging for the staged death of his fake parents (who will move to Amsterdam with new identities) as part of a scheme to create greater nationalist ties between the United States and Hyperion.

    Kyle Richmond, a multi-millionaire African-American whose parents were killed by white supremacists in front of his youthful eyes, comes fully into his inheritance, and assumes the identity of Nighthawk, a vigilante-by-night who issues staggeringly violent street justice to white criminals who prey on black citizens of Chicago.

    Mark is sent on a mission to investigate the "Atlanta Blur," a possible super-powered being behind local legends. The mission is actually cover allowing the government to extract his "parents" to Amsterdam and stage their deaths during his absence. Mark manages to actually locate the super-being but is interrupted in his attempt to make contact by reports of his "parents" "deaths."
