Superboy is cloned as a way to fight back against Superman. He is essentially a PMD to be used in case Superman or any other SPB decides to cause havok and destruction in the United States.

Superman's death still happened, so Superboy being cloned from his death can still be in. In Swamp Thing #1 Superman shows up and talks to Swamp Thing about coming back from the dead, and says "that he knows from experience that its a tough adjustment." So its still plausible thats when he was cloned.

@victoriancuckoo: Ha thanks, Superman is my favorite but I'm reading most of the New 52 titles so, otherwise I may have missed that appearance, I'm not sure why sites like comicvine and newsarama didn't run articles to emphasize that his death was still in continuity. Otherwise its easy to miss! And I highly recommend checking out Swamp THing if you haven't, its one of my top 10 favorite books right now!
