It was a free used concepts through all the Superman titles. But yes, Loeb's Public Enemies was a very bad way to end the concept.

Lex Luthor the megalomaniac industrial crime lord, slash, mad scientist, is still the best Luthor of them all.

President Luthor would be too predictable, has he was in the past. He'd most likely use his new added "powers" to go against everyone who was a nail in his shoe. The first target being of course, Superman.

If he was like in Red Son then yeah.

If used well and not just "vengeance against Supeeeermaaaan!!!" like Public Enemies, then yeah.

yes and I say this because it would show what potential there is in humanity.

Lex has said before people look to much to Superman but he has not shown why they should not. As President he could prove his point not in power but in what could be done with the people. Can he show that people can do better things. What would he have the country do, space , medicine , jobs etc etc. I mean show us why Lex Luther is one of the smartest people on the planet.

Lets see a earth that is looking toward the future united in things and then maybe another planet step up filled with villains. Earth at war type of thing and the United Nations and how Lex would deal with maybe taking orders from the United Nations.

Show us a deep story with Lex staying the hero a ambassador to the united states both in the UN and when dealing with other worlds.

Can a writer make this happen that is the only question. Do the people want a truly good story one with food for thought and one that can possible inspire people?

So my answer is Yes he should be president again and yes show us why he could do great things. Lex not the villain but Lex the leader.

No I do not see Lex playing second fiddle to anybody. Plus it just messes up the potential of a great story to make Lex into a killer. They played that out long ago.

There is no way Lex would be willing to be anyone's second in command.
