For supporting characters like Steel or Lois Lane who may not be able to support their own books, why not an anthology book of sorts called Superman Family or something? Steel could have all kinds of technological battles, maybe a team-up with Hardware and Cyborg. Lois and Jimmy could have reporting adventures independent of Superman, and maybe even stories for Smallville/Metropolis side characters, such as Lana, Pete, Dan Turpin, Perry White, and Bibbo.
