If Superman decides to use his heat vision in the form of a narrow beam (like most common illustrations that we see), then yes Batman has the capability of dodging them. It's not because he's that fast, although quickness is a factor here. He's just smart enough to predict the trajectory of the blast and where his opponent will be aiming the shot. As soon as the heat initially leaves Superman's eyes, Batman will already be on the move. This is how he dodges other projectiles such as bullets, lasers, arrows, etc. (keep in mind, this doesn't make him a "bullet timer"). No prep is required for this feat.
However, if Superman actually plays this smart and shoots it off at a wide angle, then it is impossible for Batman to dodge the heat vision. Not even metas with superspeed feats will be able to dodge an all-out heat vision blast from Superman. Oh, and for the record, Batman didn't dodge the Omega Beams in any cartoon version of his fights against Darkseid. He just so happened to be fortunate enough to have the beams land on another target... and he still gets injured to some degree.
