     So here is a world where Superman could possibly rule. I am not sure this book went in the right direction. Imagine a Superman who was raised in a society with a monarch. He would learn that it is okay for one man to rule all. 
     More than that, he would have learned that it is the strongest who gets the most land. 
       Instead we get a pretty standard, and very localised story where Popeye and Bluto fight over Olive Oyle. Still, it is an entertaining story. Dave Gibbons puts together a decent if not entirely imaginative story.  With the art by Jose Garcia Louis Lopez working well to serve the plot.  There are a few decent ideas, but with a little more thought and the balls to turn our hero into the bad guy, it could have been much better.
