There have been many incarnations of Supergirl, the most current "Girl of Steel" is Kara Zor-El, Superman's cousin and last survivor of Krypton's Argo City. In the New 52, Supergirl has a more brash and defiant personality in response to the destruction of Krypton.

I remember someone asking about it a while back, but we couldnt find a decent pic of it. Heres one I found, not sure if it was posted yet or not.

nope... it's always been like that...

you can't post PNG files without the IMG HTML script to back it up... it's something that's going to be looked at in the update

To me smoking is nasty. When I see hot girls smoke they don't look as hot as they do with out the cig. I just don't like cigarettes.

The Kandor think was retconned I think, and therefore as she was never there she never get to do the tattoo.

Well Kandor has been apart of Superman comics even after COIE. Unlike the pre crisis Kandor, this one had no kryptonians in it, but was instead populated by aliens. It was apparently created by the wizard Tolos to serve his own needs and was not from kyrpton.

Wikipedia states that This Kandor was in fact just another city in Brainiac's collection which Tolos stole from Brainiac. This city was named after the real Kandor which currentl appears in Superman comics. Therefore, nothing in Supergirl continuity has been retconned so far.
