Strobe is a professional criminal. The battle armor is a prototype which may have been stolen when he came into conflict with the Atom. His armor throws concussion blasts, delivers blinding flashes of light, and super-human strength.
He robbed an armored car to make his debut as a new villain. When he tuned into the local newscast to find himself, instead the news was dominated with the return of Ray Palmer, the second Atom.
He attacked the home of a fellow professor of Ray Palmer's. The Atom was there visiting Professor Alpheus V. Hyatt and defeated him with ease.
He becomes Edg the Destroyer in Power of the Atom #12.
