Brown is better...Alot of Black people don't have naturally white hair,nor does any other race for that matter...however,white isn't a hair color that can't naturally occur for someone of Storm's complexion.

I love storm's length, and I think midnight blue might be a good accent to her eyes. It would bring all the attention to them while still keeping her serene character a mystery. Storm could probably wear any hair color, except green, lol
