He's never been close to world domination and he failed at killing Lois.He's not that evil.He's not on Doom's level.

stewie continues to fail BECAUSE HE IS AN INFANT! so with Dr. Doom taking him under his wing as an INTERN, it would only be a short matter of time before stewie stabs victor in the back and takes control of the entire Von Doom wealth which would THEN result in a succesful killing of loise and world domination for stewie.
