I personally find Doc Ock, Kraven, and Vulture the most interesting of Spiderman's villains.
My favourite of course is Eddie Brock.
@Morpheus_: His personality changed from writer to writer, imho. First he was striving to be like his father (as was Vlad), then he wanted to be a hollywood star, then he went crazy from potions and wanted to capture every animal themed villain around LOL. While I agree Vladimir's personality wasn't very inspired, I appreciated his dedication and focus to live up to his father's name and the "updated" take on Sergei's style (in regards to an arsenal).

Let us never speak of that story again. I like Fraction, but even I couldn't stomach that.

I can't say I liked his high-tech approach. It makes sense for a hunter to have cutting edge tech but they seemed to be trying a little too hard to make him cool. I otherwise agree his dedication and fate was inspired, albeit not nearly as well executed, but the entire era of Spider-Man comics was not a kind one for the line.
When I think of Aly, I have the Hollywood star personality in mind.
Tombstone. Kraven. Rhino. Puma. Speed Demon. Lizard. Grim Hunter. Kraven. Sand-Man. Prowler. In no particular order.
Top ten? Heck, I'll give you my top twenty! Without looking at anyone else's list, here's mine in order:
Yes, I dropped Rhino. Sue me. I got almost every other "animal" villain and Rhino is kind of just a big tough guy, although I did like his recent almost-redemption story.

Yeah, I just feel like he's never really had an iconic storyline to justify him so high on my list—even Electro broke the inmates out of the Raft—but I've always liked him. He was just a safe cracker who figured out a way to quickly crack safes and needed a fancy uniform to protect himself. He just fell into supervillainy. I find that so interesting.
top twenty? I'll accept that challenge:
1) Norman Osborn- all around, he's just an evil bastard.
2) Eddie Brock (as Venom)- He is the best evil Venom ever.
3) Otto Octavius- he's just such an evil mastermind, plus, he's been a top Spidey villian since issue 3!
4) Kraven the Hunter- Kraven was extremely awesome, Last Hunt is one of my favorite arcs ever.
5) Joe Quesada- Am I right?
6) Sandman-
7) Kingpin
8) Mysterio
9) Vulture
10) Jackal
11) Electro
12) Shocker
13) Scorpion
14) Carnage
15) J. Jonah Jameson- he totally counts.
