Since Marvel Studios don't need to license other studios to make a movie out of a comic book character and they're free to do cross-overs, like what they plan for the Avengers.
Who would you want to have a movie cross-over? It doesn't have to be a pre-existing comic book character that had a movie. Hell, you could introduce a comic book character in the cross-over..
