Just because he's an Avenger, it doesn't mean he's always going to have backup. That would get old really, really quickly.

When his identity was reveled many of his villains were discouraged. Rhino started drinking and was antagonized by sailors. Black Cat stopped them so he was depressed being beaten by a teenager all these years. all the criminals would have been intimidated after he beated up Kingpin for killing Aunt May.
