Given the fact that Spectre's punishments and fights would require tons of money due to CGI and a live action tv series could not usually make the effects as good as it would be on a movie due to the budget, as the title of thread explicitly points, I think if they start developing the series, it should be made in animation. Hell it could be even made in anime style. There was a Withcblade anime, why not a Spectre anime! Imagine a Spectre anime made in the style of Hellsing OVA...
