    The Spectre is a supernatural being of near-unlimited might whose mission is to unleash the vengeance of God upon evil men. He is bound to souls of deceased humans, his power and personality varies depending upon the anima he occupies. The Spectre has been bound to many hosts during the modern ages, his most popular and most reoccurring host being that of Jim Corrigan.

    I'm sort of rusty on the Spectre. Does he go about punishing people for any sin regardless of reason?

    No. While the reasons, or the way the Spectre is drawn towards a sinner are not always properly explained (at least most of the time), he doesn't just go on a killing spree no matter the crime. If something is truly petty, it is unlikely that he will even notice it, let alone punish the one who committed it. Crispus Allen still struggles internally (as most of the entity's hosts so far usually do), but he doesn't just kill for the sake of it. Generally speaking, only people who have committed hideous crimes, be it murder, or otherwise, attract the Spectre's attention.
     
    Unless, of course, you ask about current, Black Lantern Spectre.
