So, I asked the same question for the Phantom Stranger, but I'm also querious about the Spectre. He/it has to have a host to survive, but that host is only from one of the many Earths we now have. So, is Spectre just one being of wrath or is there multiple Spectres around in different Earths causing "order" and punishment upon people?

There isn't much to support one answer or another.  But here's one possibility:
 
In Crisis on Infinite Earths, when the Spectre finally appears to the combined heroes and villains, everyone regardless of universe recognizes him.
