Okay, This is about "Spawn".

So, Al Simmons was a CIA Agent, He saved the President from Assassination, He fought off Terrorists, He was an Army man, He did a whole lot of good.

So, Why did he go to Hell when he died if he did so much good?

Cause he was already destined for hell. I think that's the reason.

well actually even before al simmons had died violator was looking for him so he didnt really want him for hell he just wanted him to lead his army so when he died it just gave violator a reason to send  him to hell to see if he would except offer which he didnt which gave him a reason to try to keep al simmons there against his will but he managed to escape anyway.

He was paid to kill. nuff said.
And Jason Wynn already made a deal with the devil so that the devil could have Simmons, and in return Wynn would get psychoplasm for the military.
Says so in SPAWN #16.

Actually killing even terrorists counts as sin

You can't go and break rules

No matter what

Well now in the series it doesn't matter what you do, you could go either way. One person dies and goes to hell the next to die goes to heaven. But heaven and hell can trade souls for their war, so unless heaven really wanted Al Simmons it didn't what he did as long as hell wanted him.
