Yea, but we won't know until we found out who they pick.

But they weren't taking key members of other major heroes' rogues galleries were they? (SPB doesn't count because he's a planetary threat, same for Cyborg and Mongul, who were also instrumental in destroying Coast City.)

would be awsome with a ring! he's bad ass enough as it is and has ripped through the JLA and MM in particalar on many an occasion!

I think Bane is a good candidate for this terrifying treasure. His name means fear after all and in Knightfall he shook Batsy really good (of course by shook I mean broke his spine). The Joker I think deserves to be in the Red Lantern Corps for all that pent up rage that turned into hysteria.

I remember it went to Scarecrow, but I don't remember if they caught the ring. Did they? Cause I would really want to see who it goes too and I would like a Showdown between Hal and Bats.

Despero.  You know he's bound to become a Green Lantern villian.  They did it with Mongul.  He can then rename the Corps after himself.
