    @Nighthunter:    Well, Joker's a big time master villain on earth and Sinestro knows Joker and how unpredictable he can be from all those times they both belonged to the Injustice League/Legion of Doom, i.e. he knows Joker's a wildcard/lunatic and a force for chaos and disorder.  It wouldn't surprise me if Sinestro programmed the rings to avoid Joker, I mean, Sinestro's goal is to bring order to the universe by ruling it through fear, whereas Joker just LOVES to break rules and spread senseless destruction wherever he goes, so he wouldn't follow Sinestro's orders for long.
     
    That being said, i agree that if Joker ever did get a power ring, even if only for a short while, it would be KICKASS >8D
