Sam Jackson thinks so, while giving a radio interview he said the below
 
 Here's Jackson's quote: "The Avengers should start shooting some time next year, and then some time after that there’ll be a big S.H.I.E.L.D. movie."  
 
and seeing how he signed like a 9 million picture deal with Marvel Entertainment something like this might be int he works..
