What would happen if SHIELD was in the DC universe. Would they try to recruit superheros in the dc universe into SHIELD. Would they cause a DC Civil War?

They'd declare Gotham a no fly zone because Joker couldn't resist taking potshots at the Helicarrier with every gun he could find.

Lex Luthor would become Director of SHIELD and issue his own Dark Reign.

Things of that nature.

They are in DC. It's obvious ARGUS is a SHIELD copy.

There was Checkmate pre-52.

But ARGUS just seems like a more blatant ripoff. DC putting a SHIELD-esque organization in their new 52 because SHIELD is a famous concept in the MCU.
