Samaritan is actually a sponsored time-traveler sent back to the distant (to him) year of 1986 AD to prevent his own timeline from occurring.
His time travel exposed him to a cosmic radiation known as Empyrean Fire. This exposure him enormous physical super powers as well as the ability to project an "empyrean web".
In his civilian identity, Asa Martin, he is a fact-checker for Current, Astro City's news/lifestyle magazine.
Samaritan long ago insured his own home timeline would never occur, effectively trapping himself in the past (our present). Since then he has continued being a force truth and justice and has become the world's most well-known and beloved superbeing.
