Im not exactly sure why Kovacs/Rorschach does this... How come he carrys around a sign that says the end is nigh? and what do you think the end is nigh means?

War / Nuclear devastation.

i think it's just a cynical commentary on the world coming to an end soon. no deeper meaning.  just that lingering apocalyptic feeling that never seems to go away.

Rorschach being a sign-carrying vagrant by day is one of my favourite aspects of the book.  It really cements the idea that anyone who does what he does would likely be crazy, and Rorschach being who he is, it translates into a sign-carrying hobo.  Just love it.

As for why he carries the sign, perhaps its so he is disregarded.  You'll notice that he tends to eavesdrop and pick up information (listening to the cops talk about Blake's murder, watching Moloch leave Blake's funeral) and carrying the sign would make most dismiss him as a loony instead of an unmasked vigilante looking for clues.

Or he really is crazy.

Having read more into the character, he keeps his journal as a voucher for when the angels come to take him on Judgement Day.  I think he truly believes that the End is Nigh.

@MasterOfReality71:
Yes, he definitely uses it for information. He speaks about the city and what the city needs. He's on street level with everything. He's scene so much awful stuff he is desensitized to the normal scum on the streets.

Also "The End is Nigh" is a foreshadowing of his death.

Rorschach states that Kovatz died years ago. He doesn't even bother to bathe.

it's an illumination to persons in wartimes know as The Get Ready Man. I played one in a play.
they would walk around,, usually carrying a sign or wearing a billboard stating the end of the world is near or nigh, ect.
regarded as fruitcakes. an example can be seen in Alex Ross's Marvels.
