No, because there is no set criteria to be considered "Omega" its something that Marvel came up with for pure fan service and they never went into detail of what makes a mutant omega level and what doesn't. It various by author and apparently by character.
No she's not omega, her potential isn't limitless. She is very powerful with the right absorbed powers and can hold her own against the avengers by herself, she is not an omega level mutant. I don't want her to be omega but give her absorption power a little more of a kick like in the old days. or let her control if she's taking powers or life force from super powered/mutant people.
Rogue back when she could recall templates was close to omega
X-men evolution Rogue would most likely be considered omega because it showed she had the potential to recall powers(even if not on purpose it showed she could) and she had mastery over the powers she absorbs
