I found a copy of the entire Rise and Fall of the Shi'Ar Empire story arc at my neighbors house, and he said he would give it to me for 5 bucks. Is it worth it?

Yes. That's less than the price for two issues, I'd say it's definitely worth it.
It's an awesome story (especially if you love Cosmic Marvel, heck even if you don't), it has awesome art and pretty darn good characterization.
Hrmm... I really didn't enjoy it because I thought it was bad characterisation. As I'd bought it for just a couple of pound I can't complain, but I just see it as the awkward prelude to the awful Fraction era.
It's nice enough art, but only because it's former Top Cow talent (which means all the girls are even more ridiculously endowed).
